How to set Shutter Speed for HD video?

Here's my problem... Simple scene with a small fast-moving object.  Some video cameras allow a simple manual setting of the shutter speed.  That is, the amount of time per video frame that the image is exposed.  Under normal lighting conditions, I'm seeing objects blur several inches.  This seems to indicate that the shutter speed is probably around 1/60 of a second.

I tried setting the ISO to 1600, but this does not seem to effect the video shutter.

I could shoot videos at 300fps.  Then I'd be guaranteed to get at least 1/300 of a second shutter speed.

Is there a simple setting for this that I'm missing?
